Perhaps, in this day of information explosion and the World Wide Web, it is time to modify the surveillance cycle. After collecting data and analyzing and interpreting it, the information could be mapped by content experts for electronic storage. Instead of simply passing on the explosion of information, it could be intelligently mapped prior to dissemination.
